Control State VS Open State - What's The Difference?

In general, however, there are two types of states - Control States and Open States.

Control States are those in which the State itself owns the point of distribution and/or sale of liquor. In this type of system, minimum prices are set by the State.

Open States are those in which private businesses are free to buy and sell alcohol (in accordance with varying State laws). In this system, businesses set their own prices. This competition between private liquor store owners generally forces prices down and increases access to a more diverse selection of products.
